The stickers are a dead giveaway. It IS NOT fool-proof, and YES they can still have expired insurance, but at the very least? I know the car is likely to be generally safe. Besides enthusiasts, mechanics, and people raised properly, NO ONE checks their car over. Honestly, that's like saying everyone driving a car who isn't a "low-life" knows how to drive. Seriously. I'm not for ridiculous legislation, nor do I believe people shouldn't have some form of control over themselves. You have to realize though that mechanical failure at highway speed can cost the lives of many that *DO* care about their cars. How many times have you heard some moron's brake-wear warning skree-ing down the street? Yea, safe.
